What is class Q planning permission?
It’s a provision under the General Permitted Development Order (GPDO) allowing the conversion of agricultural buildings into homes without full planning permission, provided certain conditions are met. 
Prior approval from the Local Planning Authority is required to ensure compliance with local guidelines on transport impact, design, and flood risks, as well as structural reports and design plan. 
A Class Q Planning Application is a formal submission to the Local Planning Authority to obtain prior approval for converting an agricultural building into a residential home. This application includes important documents like structural reports, design plans, and impact assessments to demonstrate that the conversion meets Class Q criteria. 
They have just 56 days (about 2 months) to decide on Class Q(a). After that, as long as the conversion and any required building work fall within the purview of Class Q, they will be granted “deemed consent.
